Voter Contact for GOP Campaigns
Republican Voter Outreach for Texas Primaries, Runoffs and November
Your race is often settled before November. You need to find the Republicans who really vote in primaries, keep them with you through a runoff, and bring them back for the general. Vertical Web plans and sends your email, text and call programs from one in-house team, with the Texas rules handled.

Start With the Primary Electorate
Who votes in a Texas Republican primary?
Texas does not register voters by party. A Texas voter picks up a party affiliation by casting a ballot in that party’s primary. An oath at a precinct convention also counts. That affiliation expires on December 31 each year. So when someone hands you a “Republican list” in Texas, it is really a list built from Republican primary voting history.
That history is the most useful thing you have. The file records turnout, meaning which elections a person took part in. Their actual choices are never on it. Still, a voter who has pulled a Republican ballot in several recent primaries is telling you where they tend to show up.
We split that group into consistent primary voters and occasional ones. Consistent voters need to hear from you early and often enough to know your name before they reach the booth. Occasional voters need a reason this year is worth the trip, plus a clear reminder of when and where to go.
We pull and clean these universes through our Texas voter data and append service, so the same file feeds your email, text and call programs. Registrar data is for political use only. Texas law makes using it to promote commercial products or services a crime, so it stays inside your campaign.
How we sort your universe
- Voted in most recent Republican primaries
- Voted in one or two Republican primaries
- New registrants in your district
- Precinct, city and district lines
- Households with a landline on file
- Supporters who signed up on your website
Primary Runoffs
How do you plan for a Republican primary runoff in Texas?
A Texas runoff happens when no candidate wins a majority in the primary. Runoffs are short, the ballot is lighter, and many voters do not realize there is a second election at all. The campaign that plans for a runoff before primary night has a head start.
One rule shapes the whole plan. A voter who voted in the Democratic primary that year cannot vote in the Republican runoff. Your runoff universe is built from Republican primary voters first, and anyone who voted in the other party’s primary comes off the list. Sending to them spends money on people who cannot help you.
1. Plan the runoff before primary night
We draft runoff email, text and call scripts while the primary is still underway. If you land in a runoff, you are not starting from a blank page. If you win outright, the drafts become thank-you notes.
2. Rebuild the list from primary history
We refresh your universe once primary voting history is available. Voters who cast a Democratic primary ballot that year come off. The updated file then feeds every channel at the same time.
3. Restate the choice in plain words
Runoff voters may have backed someone else in round one. Your messages remind them who you are, what office you want and why. We keep the tone respectful toward your opponent, because you may want those voters in November.
4. Make the date impossible to miss
Plenty of voters do not know a runoff is on the calendar. Every message leads with the date, the early voting window and where to look up a polling place. Short texts handle this job well.
5. Close with your most reliable voters
In the final stretch, we focus on your consistent primary voters and your volunteers. Calls reach landline homes, texts reach phones, and an email from you makes the last argument.
Channel Mix
Which channels reach Republican voters around Houston?
The counties around Houston are a big part of the Republican primary picture. Montgomery County, Fort Bend County and the suburban parts of Harris County have grown fast, and many newer residents are still learning their local races. Your channel mix has to work for a retiree in Conroe who has voted in primaries for decades and for a young family in Katy that just registered.
No single channel reaches both. So we match the channel to the voter and share one opt-out list across all of them. You can see how the pieces fit together on our voter outreach services page.
Email for Longtime Primary Voters
Longtime primary voters often want more than a headline. We write fuller notes in your own voice about your background, the office and who stands behind you. Email is also where donations and volunteer sign-ups happen.
Peer-to-Peer Texts for Newer Voters
Newer residents may not know your name or the primary date yet. Short texts sent one at a time by a real person give them both, and they can reply with a question. Our staff handles the replies using wording you approve.
Recorded Calls for Landline Homes
Some households still keep a landline and answer it. A short recorded message can reach them with a date, a polling reminder or a word from an endorser. Every call follows the FCC limits.
Endorsement Messages
A message from a local official or group your voters already know can carry more weight than one from you. We write and record endorsement pieces for email, text and calls, with the endorser’s approval on every word.
Block Walk Support
Volunteers who knock doors need turf, times and talking points. We send shift reminders and next-day follow-up texts so your field team stays organized without a phone tree.
Spanish-Language Versions
Parts of your district may prefer Spanish. Your emails, texts and call scripts can all come in Spanish, so every voter gets the same message in the language they read most comfortably.
Why Vertical Web
Why Republican Campaigns Put Vertical Web on Their Outreach
A primary is the wrong time to learn your vendor does not answer the phone. Here is what you get when your voter contact runs through us.
Taught Here First
Beth Guide has been teaching since 2003. The SBA, the University of Houston SBDC, Lone Star College and HCC all bring her in to teach digital marketing, and Fox 26 brings her on to talk about technology. Other marketers sit in her classes. Your campaign can hire her team.
One Team, One Phone Number
Your website, hosting, email, texts, calls and data all sit with our in-house team. When a message has to change on primary day, you call one place. No vendor gets to point at another vendor.
Still Here After Many Cycles
Vertical Web started in 1998. That year’s first client still works with us, many election cycles later. Google lists us as a Certified Google Partner, reviewers give us a 4.9 rating, and Best of West Houston 2025 named us First Place triple honors winner.
Straight Talk on Spend
Because our team oversees more than $1M in yearly PPC spend, we watch what every contact costs. When a channel will not earn its keep in your district, we say so up front, before a single dollar goes out.
Endorsements, Volunteers and November
How can a GOP campaign use endorsements, volunteers and texting together?
Primaries are won by the people around you as much as by you. Endorsers lend their names, volunteers lend their time, and your base decides whether November is close. Outreach should put all three to work.
Put your endorsers to work in every channel
An endorsement from a county official, a local club or a respected business owner means the most when voters actually hear about it. We turn each endorsement into a short text, an email with a quote and photo, and, where it fits, a recorded call in the endorser’s own voice.
Every piece gets the endorser’s sign-off before it goes out. We also write the Texas political advertising disclosure into each message, and we ask your treasurer or counsel to sign off on that language. Our political email marketing team drafts the longer versions.
Keep volunteers and block walkers moving by text
Your volunteers are the people most likely to answer a text from the campaign. We use GOP campaign text messaging to confirm shifts, share walk lists and meeting spots, and thank people the next day. Replies come to our team, and anything we cannot answer goes to the person you name.
Volunteer texting still follows the rules. Before your first send, your texting number needs carrier registration, which our political 10DLC guide explains in plain English.
Bring your base back out in November
Winning the primary can make a campaign relax. Your primary voters may assume the general takes care of itself. It does not always, especially down the ballot, where some voters leave races blank when they know little about them.
For the general, we go back to your primary voters with a thank-you, a reminder that the race is not over and a clear plan for early voting. Our political robocall service reaches landline homes, texts reach phones, and email carries the longer case. One suppression list keeps anyone who opted out from hearing from you again.
A nonpartisan firm, by design
Vertical Web is a nonpartisan business. We serve Republican campaigns, and we also run Democratic voter outreach for candidates on the other side. We do not take policy positions, on this page or anywhere else.
What that means for you is simple. Your lists, your messaging and your results stay yours. They are never shared with another campaign, and the team on your race answers to you.

Republican Voter Outreach: Frequently Asked Questions
Texas has no party registration, so there is no official list of Republicans. Once someone votes in the Republican primary, they are tied to that party through December 31. We build Republican universes from primary voting history. The file shows that someone voted, never how they voted. Pairing that history with district and precinct lines gives you a realistic target list.
No. In Texas, a voter who votes in one party’s primary cannot vote in the other party’s runoff that year. We remove those voters from your runoff universe so you are not paying to reach people who cannot vote in your race. Your treasurer or counsel can confirm any unusual cases before you send.
It depends on how the text is sent. An autodialed text to a mobile phone needs the voter’s prior consent. A text that a real person sends by hand, one message at a time, does not. For that reason, most campaign texting we run is peer-to-peer. Anyone can opt out by replying STOP, and we honor it. Our email and SMS compliance page covers more. This is general information, not legal advice.
No. We are a nonpartisan agency with clients from both major parties. We never take policy positions. Every client gets its own lists, its own scripts and its own reporting, and none of it is shared with another campaign. If you want to meet the people who would work on your race, schedule a consultation at our Galleria or Kingwood office.
Yes. Recorded calls still reach many landline households, and email works well for voters who like to read the full story. FCC rules let political robocalls go to landlines without prior consent, up to three calls in any consecutive 30-day period. Calls to mobile phones need prior express consent. We plan your call schedule around those limits.
Your price comes from a few things: how many voters are on your target list, which channels you pick, any email or phone appends, and how many times you send. We do not publish a price list because two races rarely look alike. Schedule a consultation. We will review your district, calendar and budget with you, then point out where the money does the most good.
Yes. Vertical Web is a web design and hosting firm, so your campaign website is part of the same job. Your site needs a clear bio, endorsements, an events list, a volunteer form and a donate path. It also needs a privacy policy and texting terms before carriers will approve your texting number. See our Houston web design work for examples of how we build.
Your Primary Starts Now
The Republicans who decide your primary are already on a list. Let us help you find them, reach them and bring them back for the runoff and November. Schedule a consultation or request your free website audit to get moving.
