Where does Texas voter data come from?

Texas voter files start with public election records. County voter registrars keep the registration rolls, and the Texas Secretary of State maintains the statewide record. Campaign lists are built from those official sources.

A voter record generally includes a name, a residence address, a precinct and the districts that address falls in. It shows when the person registered and which elections they voted in.

What it never shows is how anyone voted. The ballot is secret. A voter file records participation, not choices. Anyone who claims to know how a specific person voted is not reading it from the voter file.

That participation history is still powerful. Knowing who votes in primaries, who shows up only for big November elections and who just registered tells you where to spend your time and money.

How do you build a voter universe for a Texas race?

A universe is the set of voters your campaign plans to reach. Build it too wide and you waste money. Build it too narrow and you miss people who would have shown up for you.

We start with your district lines, then layer in participation history. Here are the building blocks most races use.

District and precinct

Your universe starts with the voters who can actually vote for you. We pull by district, precinct, city or county, whether you are running in Katy, Kingwood or statewide. No one outside your lines should get your ask.

Likely voters

Voters who turn out in similar elections are usually the core of a plan. We sort by the kinds of elections they have voted in. A city election and a November general draw different crowds.

Primary voters

Texas has no party registration. A voter affiliates with a party by voting in its primary, so party lists are built from primary history. We can separate steady primary voters from occasional ones.

New registrants

People who registered recently have little or no voting history yet. They may need more contact and a clearer introduction to you. We flag them so your plan can treat them differently.

Mix and match

Email and Phone Append

How does voter file email and phone append work?

Official voter files often lack a current email address or phone number. Appending fills that gap. We match voter records against third-party data sources and attach contact details wherever a reliable match exists.

Adding email addresses

Email append matches a voter’s name and address to an email address found in third-party records. Matched emails can then feed your political email marketing or a larger bulk email send to voters.

We clean every appended address before it touches a send. Bad addresses hurt your standing with inbox providers, so we remove them early.

Adding phone numbers, mobile and landline

Phone append attaches phone numbers to voter records and notes whether each one is a mobile or a landline. That label matters. FCC rules treat prerecorded and autodialed contact with mobile phones differently from calls to landlines.

Mobile numbers usually feed peer-to-peer campaign texting. Landlines often feed political robocalls and voicemail drops. Getting the label right keeps each channel on the right side of the rules.

Why match rates vary

No append finds everyone. People move, change numbers, use several email addresses or register under a slightly different name than the one in other records. Apartment units and new addresses make matching harder.

So your results depend on your district and your universe. We will not promise a match rate up front. We run the match and tell you exactly what came back.

Cleaning and suppression

Before any list goes live, we scrub it. We remove duplicates, known bad addresses and numbers, and anyone who has asked your campaign to stop. We keep one suppression list that every channel checks, so a voter who opts out of texts is not surprised by a robocall afterward.

Can you use Texas voter data for anything besides a campaign?

Not for commercial purposes. Texas treats this seriously, and so do we. This section is general information, not legal advice, so have your treasurer or counsel confirm how it applies to you.

Political use only

Under Texas Election Code Sec. 18.009, using voter registration information from the registrar in connection with advertising or promoting commercial products or services is a Class A misdemeanor. Voter files are for political purposes.

That rule matters when a candidate owns a business or a consultant also sells other services. The campaign list cannot follow anyone into a sales pitch after the election.

We pull the records, run email and phone append, label mobiles and landlines, and scrub against suppression. Duplicates and bad contacts come out before anyone sends.

3. Deliver in the format you need

You get a spreadsheet file you can open and read, or we load the list straight into the email, text and call platforms we run for you. If your volunteers use their own tools, we export a clean version for them.

4. Send and update

As voters opt out, bounce or move, we update the master list. Every channel works from that same updated list, so your data gets cleaner as the race goes on.

Where does your Texas voter data come from?

It starts with official records. County voter registrars keep the registration rolls, and the Texas Secretary of State maintains the statewide voter record. Can a voter file show us how someone voted?

No. A voter file shows whether a person voted in an election, never who they voted for. The ballot is secret. What you can see is participation, like which primaries and general elections someone took part in. That history is a strong guide for targeting, but it is not a record of anyone’s choices.

How do you know who is a Republican or a Democrat in Texas?

Texas has no party registration. A voter affiliates with a party by voting in its primary, or by taking an oath at a precinct convention, and that affiliation resets each year. So party lists in Texas are really lists of primary voters. That is how we build them for the Republican outreach programs and Democratic outreach programs we run.

Why didn't every voter come back with an email or phone number?

Appending depends on finding a reliable match between the voter record and third-party data. People move, switch numbers and use more than one email. Some records simply have no good match. We do not pad results with guesses, because a wrong contact wastes money and can hurt your delivery. You get the matches we trust, and we tell you how many that is.

Can we use the voter list for our business after the campaign?

No. Texas makes it a Class A misdemeanor to use registrar voter information for commercial advertising or promotion, under Election Code Sec. 18.009. Keep the campaign list with the campaign. This is not legal advice, so ask your treasurer or legal counsel if you have questions about a specific use.

Can we combine our supporter list with the voter file?

Yes, and it is often worth doing. We match your donors, volunteers and sign-ups to the voter file, so you know who is registered and where they vote. Supporters who live outside your district can still give and volunteer, so we keep them in their own group instead of dropping them.

Do you share our data with other campaigns?

Never. We serve candidates from both parties, which only works if every client can trust us. Your universe, appended contacts, opt-outs and results belong to your committee. They are not shared with, sold to or reused for another campaign, during the race or after it.
