Who votes in a Texas Republican primary?

Texas does not register voters by party. A Texas voter picks up a party affiliation by casting a ballot in that party’s primary. An oath at a precinct convention also counts. That affiliation expires on December 31 each year. So when someone hands you a “Republican list” in Texas, it is really a list built from Republican primary voting history.

That history is the most useful thing you have. The file records turnout, meaning which elections a person took part in. Their actual choices are never on it. Still, a voter who has pulled a Republican ballot in several recent primaries is telling you where they tend to show up.

We split that group into consistent primary voters and occasional ones. Consistent voters need to hear from you early and often enough to know your name before they reach the booth. Occasional voters need a reason this year is worth the trip, plus a clear reminder of when and where to go.

We pull and clean these universes through our Texas voter data and append service, so the same file feeds your email, text and call programs. Registrar data is for political use only. Texas law makes using it to promote commercial products or services a crime, so it stays inside your campaign.

How do you plan for a Republican primary runoff in Texas?

A Texas runoff happens when no candidate wins a majority in the primary. Runoffs are short, the ballot is lighter, and many voters do not realize there is a second election at all. The campaign that plans for a runoff before primary night has a head start.

One rule shapes the whole plan. A voter who voted in the Democratic primary that year cannot vote in the Republican runoff. Your runoff universe is built from Republican primary voters first, and anyone who voted in the other party’s primary comes off the list. Sending to them spends money on people who cannot help you.

1. Plan the runoff before primary night

How can a GOP campaign use endorsements, volunteers and texting together?

Primaries are won by the people around you as much as by you. Endorsers lend their names, volunteers lend their time, and your base decides whether November is close. Outreach should put all three to work.

Put your endorsers to work in every channel

An endorsement from a county official, a local club or a respected business owner means the most when voters actually hear about it. We turn each endorsement into a short text, an email with a quote and photo, and, where it fits, a recorded call in the endorser’s own voice.

Every piece gets the endorser’s sign-off before it goes out. We also write the Texas political advertising disclosure into each message, and we ask your treasurer or counsel to sign off on that language. Our political email marketing team drafts the longer versions.

How do you know who is a Republican voter in Texas?

Texas has no party registration, so there is no official list of Republicans. Once someone votes in the Republican primary, they are tied to that party through December 31. We build Republican universes from primary voting history. The file shows that someone voted, never how they voted. Pairing that history with district and precinct lines gives you a realistic target list.

Can people who voted in the Democratic primary vote in our Republican runoff?

No. In Texas, a voter who votes in one party’s primary cannot vote in the other party’s runoff that year. We remove those voters from your runoff universe so you are not paying to reach people who cannot vote in your race. Your treasurer or counsel can confirm any unusual cases before you send.

Is it legal to text Republican voters who never signed up?

It depends on how the text is sent. An autodialed text to a mobile phone needs the voter’s prior consent. A text that a real person sends by hand, one message at a time, does not. For that reason, most campaign texting we run is peer-to-peer. Anyone can opt out by replying STOP, and we honor it. Our email and SMS compliance page covers more. Do you only work with Republican candidates?

No. We are a nonpartisan agency with clients from both major parties. We never take policy positions. Every client gets its own lists, its own scripts and its own reporting, and none of it is shared with another campaign. Can you reach older voters who do not text?

Yes. Recorded calls still reach many landline households, and email works well for voters who like to read the full story. FCC rules let political robocalls go to landlines without prior consent, up to three calls in any consecutive 30-day period. Calls to mobile phones need prior express consent. We plan your call schedule around those limits.

What will a Republican outreach program cost my campaign?

Your price comes from a few things: how many voters are on your target list, which channels you pick, any email or phone appends, and how many times you send. We do not publish a price list because two races rarely look alike. Schedule a consultation.
