Outreach for Democratic Campaigns

Democratic Voter Outreach That Meets Texas Voters Where They Live

Many of the voters your campaign needs are not the ones who turn out every time. Some just registered, some vote in certain years and skip others, and some would rather read your message in Spanish. Vertical Web writes, sends and answers your texts, email and calls from one in-house team based in Houston.

Build the Right Universe

Which Democratic voters should your campaign contact first?

There is no party registration in Texas. People become tied to a party by casting a ballot in its primary, and that tie runs out on December 31 of the same year. A list of Democratic voters in Texas is really a record of who has taken part in Democratic primaries.

That record tracks participation, not preference. It tells you a person showed up, never the choices they made on the ballot. From there we sort your voters into groups that each need a different kind of contact. Our voter file and email append service adds email addresses and phone numbers where a match exists.

Frequent Primary Voters

People who take part in most Democratic primaries are your foundation. They should know who you are before early voting opens. We give them a steady rhythm of email and a few well-timed texts.

Voters Who Show Up Some Years

Irregular voters care, but work, kids and commutes get in the way. They respond to simple, specific help: the date, the closest site and hours that fit a shift. We lean on text for this group.

Newly Registered Voters

New registrants have no voting history to read yet. They may be new to the district, new to Texas or casting a ballot for the first time. Your first message explains the race itself, not only the candidate.

Your Own Supporters

People who signed up on your website or at an event are the most willing to help. We ask them for volunteer shifts, event RSVPs and donations, and we keep their records apart from cold voter lists.

Language and Culture

Do you need Spanish-language campaign outreach in Houston?

Across Harris and Fort Bend counties, your district may include neighborhoods where Spanish is the first language at home. If so, a message that arrives only in English asks those voters to do extra work. Outreach in Spanish is available on every channel we run.

Write it in Spanish, do not just translate it

A word-for-word translation often reads stiff or confusing. We prepare Spanish versions of your email, text and call scripts that keep your meaning and sound natural. Names, dates and polling details are checked against the English version so the facts match.

Your campaign approves both versions before anything goes out. We add the Texas political advertising disclosure to each one, Please have your treasurer or counsel review it too.

Let each voter pick a language

You do not have to guess who prefers Spanish. An opening text can offer both languages and let the voter answer with their choice. From then on, that person hears from you in the language they picked, whether the message comes by text, email or phone.

Know the community before you write

Culturally fluent outreach is about more than vocabulary. It means knowing which local leaders, congregations, clubs and small businesses people trust, and which events already bring neighbors together. We ask your staff and your local partners these questions early, then shape the messages around the answers.

We keep the tone respectful and factual. We will not write copy that stereotypes a group of voters or promises something your campaign has not committed to.

Send Spanish readers to a Spanish page

A voter who gets a text in Spanish should land on a page in Spanish. Because we design and build campaign websites, we can add Spanish pages for your bio, events and voting information, so the link in every message makes sense to the person who taps it.

Choosing a Partner

What Democratic Campaigns Get When They Choose Vertical Web

Turning out irregular voters takes patience, clean data and people who pick up the phone. That is the way we work on every race.

Learn From the Teachers

Since 2003, Beth Guide has taught digital marketing classes for the SBA, the University of Houston SBDC, Lone Star College and HCC. Viewers also see her on Fox 26, explaining technology. Your outreach gets planned by the people other marketers learn from.

Everything Under One Roof

The site voters land on, the server it runs on, and the texts, email, calls and data are all handled by our own in-house team. If a link breaks during early voting, the people who wrote the text also fix the page.

A Track Record You Can Check

We opened for business in 1998. The client who signed with us that first year is still a client today. We hold Certified Google Partner status, keep a 4.9 Google rating and earned First Place triple honors in Best of West Houston 2025.

Honest Advice on Your Budget

We run more than $1M in PPC spending each year, so we know what a contact is really worth. When a tactic will not move your voters, we say so plainly, even if it means a smaller invoice for us.

PACs, Groups and Ballot Measures

Can a PAC or ballot measure committee hire you for Democratic outreach?

Yes. Candidates are not the only ones who need to reach Democratic voters. We work with PACs, advocacy organizations and ballot measure committees, many of which are organized as 527 political committees.

Each group is a separate client with its own lists, scripts and reports. We never pass data, messaging or results from one client to another. If your group spends independently of a candidate, your counsel sets the rules for any contact with campaigns, and we follow them.

A 527 committee that has registered with the FEC or with its state or local election office may also be eligible for Campaign Verify, the nonpartisan nonprofit that verifies political senders. We handle that paperwork through our Campaign Verify and 10DLC registration help, so carriers see your texts under the political use case.

Our firm is nonpartisan, too. The same team also provides Republican voter outreach, and we take no stand on policy. Every client, on either side, gets the same privacy for its data.

Who we work with

Early Voting in the City

How do you turn out voters in dense urban precincts during early voting?

In apartment-heavy precincts, voters may move often, work late shifts and plan their day around the bus. Early voting gives them more days to cast a ballot, which only helps if they know about it. Your job is to make voting feel close and easy.

Much of this work happens by phone. Text messaging for Democratic campaigns in Texas lets real people send each message and answer each reply, which fits a busy voter’s day.

1. Map every early voting site

We start with the official list of early voting locations and hours for your county. Each message points people to a site near them, with the hours spelled out.

2. Invite before you remind

An invitation feels different from a reminder. We text invitations to community events and coalition meetups, collect RSVPs by reply and send a nudge the day before so your organizers know who is coming.

3. Ask voters to pick a time

Instead of a vague request to vote, we ask people to choose a day and time. A voter who replies “Saturday morning” gets a message that morning with a nearby site.

4. Answer the questions that stop people

Voters reply with real questions about ID, locations and whether their registration is current. Our team answers from your approved script and sends anything tricky to your staff.

5. Finish on Election Day

The final texts, calls and emails give each voter a way to look up their Election Day polling place and one clear ask. After the polls close, supporters get a thank-you from you.

Runoffs and the General

What changes when a Democratic primary goes to a runoff?

Texas holds a runoff when no one wins a majority in the primary. It is a second election with a smaller audience, and many people miss it entirely.

The eligibility rule matters here. Someone who cast a ballot in the Republican primary that year may not vote in the Democratic runoff. We take those voters off your list before the first runoff message goes out, so your budget goes to people who can actually support you.

After the runoff, the goal shifts to the general election. Supporters of the candidate you beat are voters you want back. Messages that thank them, respect their choice and invite them in tend to travel further than messages that pretend the primary never happened.

Every step runs on one shared opt-out list. Our email and SMS compliance process makes sure a STOP reply in the spring still counts in the fall.

Democrat Voter Outreach: Frequently Asked Questions

We use primary history. In Texas, voting in a party’s primary is what ties a voter to that party, and the tie ends on December 31. Records show that a person voted, not who they chose. We combine Democratic primary history with district lines, registration dates and your own supporter list to decide who hears from you and how often.

Yes, and that is often where a campaign has the most room to grow. Irregular voters usually need practical help more than persuasion: the date, a nearby site and hours that fit their day. We use peer-to-peer texts with real replies, short recorded calls where there is a landline, and email for people who have shared an address with you.

Yes. We prepare Spanish versions of your email, text and call scripts, and your campaign approves each one. We check that names, dates and polling details match the English version. Voters can choose their language with a simple reply, and we keep using that choice on every channel after that.

We work with candidates, PACs, advocacy groups and ballot measure committees, and each one is a separate client. Lists, scripts and results are never shared between them. If your group spends independently, your counsel decides what contact with a campaign is allowed, and we follow those instructions. None of this is legal advice.

We are not. Vertical Web is a nonpartisan Houston agency that has been in business since 1998. Candidates from either party can hire us, and we do not take sides on policy. What you get from us is the same care, the same in-house team and the same privacy for your data, whichever party you run in.

Your budget is shaped by the size of the voter list, the mix of channels, whether your list needs an email or phone append, and how many rounds you plan. Spanish versions and recorded calls add work. We quote each race after we see the district and calendar, so the quickest way to a real number is to schedule a consultation with our team.

Usually both, for different jobs. Texts are short and timely, good for a date, a site and a reply. Democratic campaign email carries the longer story, your endorsements and your fundraising asks. We schedule them so voters do not get both at the same moment. Our voter outreach services page shows how the channels fit together.
